Call for Submissions: 98th Academy Awards – International Feature Film Category
Azerbaijan Union of Filmmakers is now accepting film submissions to determine Azerbaijan’s official entry for the “International Feature Film” category at the 98th Academy Awards.
Deadline for Submission: July 15, 2025.
The Azerbaijani Selection Committee will choose one film as the country’s official submission for the International Feature Film Award.
Submission details for the Selection Committee judging process:
Length: The film must be over 40 minutes.
Country of Production: The film must be produced outside the United States, specifically in
Azerbaijan.
Language Requirement: At least 50% of the dialogue must be in a language other than English.
The film must include accurate and legible English subtitles.
Genre: Narrative, animated, and documentary feature films are eligible.
Creative Control: The majority of the creative team must consist of Azerbaijani citizens or
permanent residents.
Theatrical Release (Qualification): The film must have had its first public commercial theatrical
release in Azerbaijan between October 1, 2024, and September 30, 2025, and must have been
shown for at least 7 consecutive days.
Prior Public Release Restrictions: Films that were publicly released via TV, VOD, DVD, internet, or
any other platform prior to the qualifying theatrical release are not eligible.
Proof of film being advertised and exploited during its qualifying theatrical release must be provided with the submission.
Film festival participation does not qualify a film for the International Feature Film category.
Films that receive a nontheatrical public exhibition or distribution before their qualifying theatrical release will not be eligible for Academy Awards consideration.
Nontheatrical public exhibition or distribution includes but is not limited to:
• Broadcast and cable television
• PPV/VOD
• DVD distribution
• In-flight airline distribution
• Internet transmission
Films must comply with all other eligibility requirements for the 98th Academy Awards.

Required Submission Materials:
A screener link with English subtitles
A high-resolution promotional photo (300 dpi, horizontal, without text or logos)
An Electronic Press Kit (EPK).
SUBMISSION
- Each country shall be invited to submit its best film to the Academy. Selection of that film shall be made by one approved organization, jury, or committee, of which at least 50% must include artists and/or craftspeople from the field of motion pictures. A list of the selection committee members must be submitted to the Academy no later than Friday, August 15, 2025, or by the submission deadline published by the Academy. All selection committees will be required to adhere to guidelines that are approved by the International Feature Film Executive Committee. Countries submitting for the first time, or which have not submitted for the previous five years, must present a list of selection committee members and application materials for Academy approval by December 31, 2025, for eligibility in the following (99th) Awards year. A country need not submit a film every year for Awards consideration.
- Only one film will be accepted from each country as the official selection. Films should be submitted to the Academy as soon as they are selected.
- The Academy will provide online access to each country’s approved selection committee so that the producer of the selected film can supply full production information.
- The following submission materials must be submitted to the Academy by 5 p.m. PT on Wednesday, October 1, 2025:
- Completed online submission forms
- Digital upload of the film for streaming purposes
- [For Internal Use Only] A secure and password-protected link to the film. This is required to test non-English dialogue.
- Full cast and credits list
- Director’s biography and photograph
- A designated key frame for streaming display artwork
- Proof of the film’s qualifying theatrical release, including but not limited to advertising.
- Entrants whose films advance to the shortlist must submit either one 35mm or 70mm film print or one DCP of the film after the shortlist is announced. By submitting a film, the filmmakers agree that the Academy has the right to make copies and distribute them for voting purposes only. The Academy will retain for its archives one print of every motion picture receiving a nomination for the International Feature Film award.
4. VOTING
- International Feature Film nominations will be determined in two rounds of voting:
- In the preliminary round, all active and life Academy members will be invited to view the eligible submissions in the category. Those who opt in will be required to see a minimum number of submitted eligible films as defined by the current procedures. Members will vote by secret ballot in the order of their preference for not more than fifteen motion pictures. The fifteen motion pictures receiving the highest number of votes shall advance to the next round of voting.
- In the nominations round, all active and life Academy members will be invited to view the fifteen shortlisted films in the category. A member must see all shortlisted films for the ballot to be counted. Members shall vote in the order of their preference for not more than five motion pictures. The five motion pictures receiving the highest number of votes shall become the nominations for final voting for the International Feature Film award.
- Final voting for the International Feature Film award shall be restricted to active and life Academy members who have viewed all five nominated films.
- The Academy statuette (Oscar) will be awarded to the film and accepted by the director on behalf of the film’s creative talents. For Academy Awards purposes, the country will be credited as the nominee. The director’s name will be listed on the statuette plaque after the country and film title.
5. ADVERTISING AND PUBLICITY RESTRICTIONS
In addition to complying with the Awards Rules for the 98th Academy Awards, all participants in the Awards competition are also bound by the Awards Campaign Promotional Regulations concerning the promotion of eligible films and are subject to the penalties provided therein, including the potential declaration of ineligibility by the Board of Governors for violation of those guidelines.
6. ELIGIBILITY IN OTHER CATEGORIES
- International Feature Film submissions may be submitted for consideration for the 98th Academy Awards in other categories, including Best Picture, provided they comply with the rules governing those categories.
- Animated feature films submitted to the International Feature Film category are eligible for the Animated Feature Film category, provided that they meet the eligibility requirements outlined for the International Feature Film category and the Animated Feature Film category.
- Documentary feature films submitted to the International Feature Film category are eligible for the Documentary Feature Film category, provided that they meet the eligibility requirements outlined for the International Feature Film category and the Documentary Feature Film category.
- Films submitted for consideration in the International Feature Film category for the 98th Academy Awards are NOT eligible for consideration in other awards categories in the subsequent year, nor could the films have been submitted in other awards categories in a previous year.

Selection Process
An independent National Selection Committee will review all submitted films and meet in August 2025 to determine Azerbaijan’s official submission. The selected film will be submitted to the Academy of Motion Picture Arts and Sciences no later than October 1, 2025.
Process relating to the formation and operation of the Selection Committee:
A call is released to all Azerbaijani film practitioners to submit nominations of key industry specialists in the film sector to be the official Azerbaijani Academy Selection Committee for 2025.
Applicants must meet the following criteria in order to meet the requirements:
- A minimum of 10 years’ experience and specialised skills set competency in behind and front of camera work in the film industry.
- The committee will seek a balance with respect to age, gender, experience, ethnicity, and industry skill.
- The committee must be formed with the majority participation of filmmakers.
- Committee must have a minimum of 5 members, including the Chairperson, there is no maximum number of members that can serve.
- All Committee members must be citizens of the representing country.
- Committee members cannot have a professional relationship with a film that is considered for official selection.
- Selection committee members (including the chairperson) can serve for six years consecutively and or cumulatively.
- After six years, selection committee members (including the chairperson) are required to take a two-year hiatus.
- After the two years have been completed, the selection committee members may return again.
A panel of industry experts will review the submitted applications based on the above criteria and select a shortlist of candidates to be submitted for approval to the Academy.
Once the Academy has approved the shortlisted candidates, a formal invitation will be sent to all selected committee members to form part of the judging process.
Depending on the number of films submitted, the committee will view and judge the submitted films through special screenings with the support of a criteria and a scoring rubric.
At the end of the viewing process, through an audited process, the committee will deliberate on all the films and through a secret ballot vote, select the film to be submitted to the Academy for consideration.
